習(xi)近(jin)平總書(shu)記考察吉林省長山(shan)花園社(she)(she)區(qu)(qu)黨群(qun)服(fu)務中心(xin)時指出,一個國家治理體系和(he)治理能力(li)的(de)現(xian)代化(hua)(hua)水平很大程(cheng)度(du)上體現(xian)在基(ji)(ji)層(ceng)。基(ji)(ji)礎不牢,地動(dong)山(shan)搖。要(yao)不斷(duan)(duan)夯實(shi)基(ji)(ji)層(ceng)社(she)(she)會(hui)治理這個根基(ji)(ji)。為(wei)全(quan)面提升城(cheng)市社(she)(she)區(qu)(qu)治理法治化(hua)(hua)、科學化(hua)(hua)、精細化(hua)(hua)水平和(he)組織化(hua)(hua)程(cheng)度(du),促進城(cheng)市社(she)(she)區(qu)(qu)治理體系和(he)治理能力(li)現(xian)代化(hua)(hua),2019年(nian)贛州市各縣(市、區(qu)(qu))先(xian)后成立城(cheng)市社(she)(she)區(qu)(qu)黨工(gong)委(管委會(hui)),從城(cheng)關鎮剝離出來,專門(men)管轄區(qu)(qu)域內的(de)社(she)(she)區(qu)(qu)居委會(hui)。會(hui)昌縣城(cheng)市社(she)(she)區(qu)(qu)黨工(gong)委(管委會(hui))致力(li)社(she)(she)區(qu)(qu)建(jian)設和(he)服(fu)務品牌打造(zao),經過3多年(nian)的(de)用心(xin)經營和(he)耕作,以“打造(zao)以人民為(wei)中心(xin)的(de)生活共同體”為(wei)目標,圍繞社(she)(she)區(qu)(qu)黨建(jian)、社(she)(she)區(qu)(qu)治理、社(she)(she)區(qu)(qu)服(fu)務,不斷(duan)(duan)增(zeng)強群(qun)眾(zhong)的(de)滿意(yi)度(du)和(he)幸福感(gan)。
優化(hua)結構,賦能擴權,做優社(she)區(qu)(qu)(qu)領導力(li)。一是(shi)(shi)(shi)構建(jian)社(she)區(qu)(qu)(qu)大黨(dang)(dang)建(jian)工(gong)(gong)作格(ge)局。著(zhu)力(li)搭建(jian)城市社(she)區(qu)(qu)(qu)與行業(ye)黨(dang)(dang)組(zu)織(zhi)共(gong)建(jian)平臺,切實把(ba)不(bu)相(xiang)隸屬的黨(dang)(dang)組(zu)織(zhi)互(hu)聯(lian)互(hu)通起來(lai)。強化(hua)社(she)區(qu)(qu)(qu)黨(dang)(dang)組(zu)織(zhi)對(dui)商務樓宇、商圈(quan)市場等新興領域黨(dang)(dang)建(jian)的領導。二(er)是(shi)(shi)(shi)建(jian)立社(she)區(qu)(qu)(qu)黨(dang)(dang)建(jian)工(gong)(gong)作聯(lian)席會(hui)(hui)議(yi)制度。明確議(yi)事協(xie)調(diao)機(ji)制的職(zhi)(zhi)責任務、議(yi)事規則等,推動各類議(yi)事協(xie)調(diao)機(ji)制規范化(hua)運轉。強化(hua)工(gong)(gong)作指導,促進(jin)機(ji)制功能作用有(you)效(xiao)發揮。三是(shi)(shi)(shi)優化(hua)基(ji)層組(zu)織(zhi)設置。深化(hua)“網(wang)格(ge)黨(dang)(dang)建(jian)”,通過(guo)區(qu)(qu)(qu)域共(gong)建(jian)、龍頭領建(jian)、產業(ye)聯(lian)建(jian)等方式,不(bu)斷(duan)優化(hua)未來(lai)社(she)區(qu)(qu)(qu)框架下的網(wang)格(ge)黨(dang)(dang)支(zhi)部設置,推進(jin)社(she)會(hui)(hui)管理(li)重心下移、延伸公共(gong)服務半徑。四是(shi)(shi)(shi)推動賦權強能增效(xiao)。按照責權利相(xiang)統一、人財事相(xiang)配套(tao)的原則,依(yi)法賦予社(she)區(qu)(qu)(qu)黨(dang)(dang)組(zu)織(zhi)“考核權”“監督(du)權”“參與權”“管理(li)權”等職(zhi)(zhi)責。五是(shi)(shi)(shi)推進(jin)社(she)區(qu)(qu)(qu)工(gong)(gong)作者(zhe)(zhe)職(zhi)(zhi)業(ye)化(hua)體(ti)系建(jian)設。推進(jin)社(she)區(qu)(qu)(qu)工(gong)(gong)作者(zhe)(zhe)職(zhi)(zhi)業(ye)認證制度。公開招(zhao)聘社(she)區(qu)(qu)(qu)工(gong)(gong)作者(zhe)(zhe)時(shi),優先(xian)招(zhao)錄(lu)取得(de)社(she)會(hui)(hui)工(gong)(gong)作者(zhe)(zhe)職(zhi)(zhi)業(ye)資格(ge)證書(shu)的人員,強培(pei)訓鍛煉,提升社(she)區(qu)(qu)(qu)工(gong)(gong)作者(zhe)(zhe)素質。
質優高效(xiao),提(ti)升溫度(du),做精(jing)社(she)區(qu)(qu)(qu)服(fu)(fu)務(wu)力。一(yi)(yi)是(shi)打(da)造(zao)(zao)“共享黨群服(fu)(fu)務(wu)中(zhong)心(xin)(站)”。對(dui)黨群服(fu)(fu)務(wu)中(zhong)心(xin)(站)進行多功能挖潛,注入居(ju)民(min)(min)(min)(min)休閑驛站元素,形(xing)成多功能融合的(de)(de)社(she)區(qu)(qu)(qu)共享空間。既能提(ti)供(gong)居(ju)委會工(gong)作人員辦公的(de)(de)基本條件,又能為(wei)居(ju)民(min)(min)(min)(min)提(ti)供(gong)靜態化的(de)(de)生活休閑活動。晚上(shang)和節假(jia)日提(ti)供(gong)社(she)區(qu)(qu)(qu)居(ju)民(min)(min)(min)(min)各類主題(ti)活動與社(she)群互動,實(shi)現全年(nian)全天(tian)候(hou)開放的(de)(de)居(ju)民(min)(min)(min)(min)生活交(jiao)流空間。二(er)是(shi)打(da)造(zao)(zao)溫馨社(she)區(qu)(qu)(qu)居(ju)家(jia)養老服(fu)(fu)務(wu)中(zhong)心(xin)。打(da)造(zao)(zao)1個縣級養老服(fu)(fu)務(wu)中(zhong)心(xin),N個社(she)區(qu)(qu)(qu)居(ju)家(jia)養老服(fu)(fu)務(wu)中(zhong)心(xin),N個小(xiao)區(qu)(qu)(qu)居(ju)家(jia)養老服(fu)(fu)務(wu)中(zhong)心(xin)。為(wei)老人提(ti)供(gong)日常照料、助餐(can)服(fu)(fu)務(wu)、棋牌(pai)娛樂、免費閱讀、書畫交(jiao)流等(deng)(deng)服(fu)(fu)務(wu),讓老人老有所養、老有所樂。三是(shi)讓老舊小(xiao)區(qu)(qu)(qu)改(gai)造(zao)(zao)更(geng)有溫度(du)。改(gai)造(zao)(zao)更(geng)能滿足(zu)小(xiao)區(qu)(qu)(qu)居(ju)民(min)(min)(min)(min)休閑、聊天(tian)、健身、小(xiao)型聚會等(deng)(deng)日常生活需求(qiu),對(dui)小(xiao)區(qu)(qu)(qu)進行“小(xiao)而美”的(de)(de)更(geng)新。四(si)是(shi)推廣“智慧社(she)區(qu)(qu)(qu)”。加(jia)強微信、微博(bo)等(deng)(deng)信息服(fu)(fu)務(wu)自助終端等(deng)(deng)便民(min)(min)(min)(min)服(fu)(fu)務(wu)設施建設,把服(fu)(fu)務(wu)窗口(kou)下移到社(she)區(qu)(qu)(qu),推行“一(yi)(yi)站式”“最多跑一(yi)(yi)次”服(fu)(fu)務(wu),讓群眾在家(jia)門口(kou)就享受(shou)便利服(fu)(fu)務(wu)。
黨建(jian)(jian)引領(ling),細化(hua)(hua)參與,做(zuo)(zuo)深社(she)(she)區(qu)治(zhi)(zhi)理(li)(li)力(li)。一是積極推(tui)(tui)進“政治(zhi)(zhi)引領(ling)、法治(zhi)(zhi)保障、德(de)治(zhi)(zhi)教(jiao)(jiao)(jiao)化(hua)(hua)、自治(zhi)(zhi)強基、智(zhi)治(zhi)(zhi)支撐”的社(she)(she)區(qu)治(zhi)(zhi)理(li)(li)模式,組(zu)建(jian)(jian)法治(zhi)(zhi)宣(xuan)傳、德(de)育教(jiao)(jiao)(jiao)化(hua)(hua)、矛盾(dun)糾紛化(hua)(hua)解(jie)、平安(an)(an)志愿者(zhe)巡防等(deng)4支隊伍(wu),深入推(tui)(tui)進法治(zhi)(zhi)教(jiao)(jiao)(jiao)育、德(de)育教(jiao)(jiao)(jiao)育、矛盾(dun)糾紛排查化(hua)(hua)解(jie)、平安(an)(an)巡防、平安(an)(an)家(jia)庭創建(jian)(jian)、智(zhi)能安(an)(an)防建(jian)(jian)設、特殊人群管控(kong)、打擊整治(zhi)(zhi)等(deng)工作(zuo),創建(jian)(jian)社(she)(she)區(qu)治(zhi)(zhi)理(li)(li)新格(ge)局(ju)。二是加大單(dan)位(wei)與社(she)(she)區(qu)結(jie)對共建(jian)(jian)力(li)度。常態化(hua)(hua)開(kai)展機(ji)關(guan)企(qi)事業單(dan)位(wei)在職干部職工到社(she)(she)區(qu)報(bao)到服務。結(jie)對單(dan)位(wei)要按照“每月一主題”開(kai)展共聯共建(jian)(jian)活動,幫助社(she)(she)區(qu)黨組(zu)織和居民解(jie)決實際困難和問題。三是推(tui)(tui)進“社(she)(she)區(qu)吹哨、部門報(bao)道(dao)”工作(zuo)機(ji)制(zhi)。把(ba)社(she)(she)會治(zhi)(zhi)理(li)(li)重心下移,把(ba)資源、服務、管理(li)(li)下沉基層、做(zuo)(zuo)實基層,第一時間解(jie)決了(le)基層治(zhi)(zhi)理(li)(li)的各類矛盾(dun)問題。
人(ren)(ren)(ren)人(ren)(ren)(ren)參與、共(gong)(gong)(gong)(gong)建(jian)(jian)(jian)共(gong)(gong)(gong)(gong)治(zhi),做活社(she)(she)(she)區(qu)(qu)組(zu)(zu)織(zhi)(zhi)(zhi)力(li)(li)。一是(shi)扎(zha)實創建(jian)(jian)(jian)共(gong)(gong)(gong)(gong)治(zhi)共(gong)(gong)(gong)(gong)享(xiang)的“紅色物業(ye)(ye)(ye)”。在組(zu)(zu)建(jian)(jian)(jian)業(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui)中(zhong),堅持“三優(you)先(xian)、一規定(ding)、一把(ba)關”原則(ze),即(ji)優(you)先(xian)在退休干部、優(you)秀黨(dang)(dang)員(yuan)(yuan)(yuan)干部、社(she)(she)(she)區(qu)(qu)網格(ge)員(yuan)(yuan)(yuan)中(zhong)推(tui)(tui)選(xuan)業(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui)主(zhu)(zhu)任(ren),規定(ding)業(ye)(ye)(ye)主(zhu)(zhu)委(wei)(wei)(wei)員(yuan)(yuan)(yuan)會(hui)(hui)(hui)中(zhong)黨(dang)(dang)員(yuan)(yuan)(yuan)比例不少(shao)于50%,人(ren)(ren)(ren)選(xuan)資格(ge)由社(she)(she)(she)區(qu)(qu)黨(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)把(ba)關。同(tong)時,推(tui)(tui)行“雙向進(jin)入(ru)、交叉(cha)任(ren)職(zhi)(zhi)”,推(tui)(tui)薦社(she)(she)(she)區(qu)(qu)“兩委(wei)(wei)(wei)”班子成員(yuan)(yuan)(yuan)進(jin)入(ru)業(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui),主(zhu)(zhu)委(wei)(wei)(wei)員(yuan)(yuan)(yuan)會(hui)(hui)(hui)主(zhu)(zhu)任(ren)或物業(ye)(ye)(ye)企業(ye)(ye)(ye)負責人(ren)(ren)(ren)擔任(ren)居委(wei)(wei)(wei)會(hui)(hui)(hui)兼職(zhi)(zhi)委(wei)(wei)(wei)員(yuan)(yuan)(yuan),使各(ge)方“合(he)成一股(gu)力(li)(li)、擰(ning)成一股(gu)繩”。二是(shi)全(quan)面推(tui)(tui)行物業(ye)(ye)(ye)黨(dang)(dang)建(jian)(jian)(jian)聯席會(hui)(hui)(hui)議制度。由社(she)(she)(she)區(qu)(qu)黨(dang)(dang)工(gong)委(wei)(wei)(wei)(管委(wei)(wei)(wei)會(hui)(hui)(hui))駐片領導牽頭(tou),組(zu)(zu)織(zhi)(zhi)(zhi)共(gong)(gong)(gong)(gong)建(jian)(jian)(jian)單位、居委(wei)(wei)(wei)會(hui)(hui)(hui)、物業(ye)(ye)(ye)企業(ye)(ye)(ye)、業(ye)(ye)(ye)主(zhu)(zhu)委(wei)(wei)(wei)員(yuan)(yuan)(yuan)會(hui)(hui)(hui)等參加,共(gong)(gong)(gong)(gong)同(tong)研究解決(jue)物業(ye)(ye)(ye)問題。三是(shi)大力(li)(li)推(tui)(tui)進(jin)志愿者(zhe)活動(dong)。以“黨(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)+志愿者(zhe)協會(hui)(hui)(hui)”的模式(shi),整合(he)志愿服(fu)務(wu)資源(yuan),構建(jian)(jian)(jian)以“黨(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)為(wei)核心、黨(dang)(dang)員(yuan)(yuan)(yuan)為(wei)骨干、社(she)(she)(she)會(hui)(hui)(hui)志愿者(zhe)為(wei)補充”的快速、精準、高(gao)效(xiao)服(fu)務(wu)網絡,推(tui)(tui)進(jin)社(she)(she)(she)區(qu)(qu)共(gong)(gong)(gong)(gong)建(jian)(jian)(jian)共(gong)(gong)(gong)(gong)治(zhi)共(gong)(gong)(gong)(gong)享(xiang),讓社(she)(she)(she)區(qu)(qu)自治(zhi)有活力(li)(li)。
文明(ming)(ming)引(yin)導(dao)(dao),典型引(yin)領,做(zuo)強社區(qu)向心(xin)力(li)。一是(shi)開展“七個文明(ming)(ming)引(yin)導(dao)(dao)”。開展文明(ming)(ming)交通(tong)引(yin)導(dao)(dao),開展文明(ming)(ming)餐桌(zhuo)引(yin)導(dao)(dao),開展文明(ming)(ming)旅游引(yin)導(dao)(dao),開展文明(ming)(ming)觀(guan)映引(yin)導(dao)(dao),開展文明(ming)(ming)禮(li)儀(yi)引(yin)導(dao)(dao),開展公益廣告引(yin)導(dao)(dao),開展垃(la)圾分類引(yin)導(dao)(dao)。二是(shi)開展家(jia)(jia)風建設活動。挖掘傳統文化中的(de)家(jia)(jia)訓家(jia)(jia)規(gui),領導(dao)(dao)干部(bu)帶頭開展家(jia)(jia)風建設,引(yin)導(dao)(dao)大(da)家(jia)(jia)從自身做(zuo)起(qi)、從家(jia)(jia)庭做(zuo)起(qi)。三是(shi)大(da)力(li)發展社區(qu)文化活動。開展“傳承紅色基(ji)因”系(xi)列(lie)教(jiao)育活動,讓居(ju)民群眾在感受文化魅力(li)中,提升社區(qu)向心(xin)力(li),提高居(ju)民的(de)幸福指數。
